WHO OWNS WHAT? Mean low water, mean high water, private property, state property and riparian rights!

Brief history of private/public property boundaries in Virginia related to tidal waters.

Kings Grants, high water boundaries, low water boundaries, and riparian rights evolution and application within the Commonwealth. 

Discussion with examples of incorrect property boundary surveys related to tidal waters over the years and a discussion of the problems such errors perpetuate into the future for property owners, localities and the Commonwealth.  Is it really that hard to delineate mean low water?  Technical versus practicable approaches to this issue.

Discussion of impacts to property ownership due to accretion, avulsion, and erosion and general riparian rights and their apportionment (including a discussion of the Groner vs. Foster court case and decision).

 Discussion of an interesting and unusual court case where riparian rights were claimed by an entity that did not own any adjoining highland property.  The case eventually went all the way to the Virginia Supreme Court.
